Dr. Kamran Shams served in the Civil Services of Pakistan from 1991 until 2005. During his career he worked in several departments including the Federal Secretariat, Establishment Division, and Ministry of Industries and Production. At the Civil Services Academy he served as an Additional Director at the Directorate of Training and Research (Customs, Sales Tax), worked as Secretary, Human Resource Management at the Central Board of Revenue (CBR) and was part of the team responsible for the restructuring of HR format of CBR as well.

After resigning from the Civil Service, he joined Habib Bank as the Head of HR-Retail Banking Group at a time when the bank was being privatized and major structural and strategic changes were being implemented. He also worked as Human Resource Consultant with Canada Pakistan Basic Education Project, a project of (CIDA) Canadian International Development Agency.

He currently works as the Chief Executive Officer (CEO) of the Punjab Educational Endowment Fund (PEEF), a flagship program of Government of the Punjab to provide scholarships and educational opportunities to the less privileged yet talented youth. So far, under this scholarship program, PEEF has awarded more than 3,75,000 scholarships. He is also on board of several civil society organizations such as Akhuwat (Founding Director), Fountain House and Taleem Foundation.
